Special Town Board Meeting January 20, 2011

 

MINUTES OF THE
SPECIAL TOWN BOARD MEETING
Of January 20, 2011
 
Chair Lu Peet called the Special Town Board Meeting to order at 6:05PM. The full Board from Highland was present along with Fire Chief, Clerk Nora Moss and Treasurer Rose Graves. All were present from the Barnes Board except Chris Webb. Barnes Ambulance Director Tom Renz arrived at 6:10PM.  Brustad verified the agenda had been posted as required. T he agenda for the meeting is as follows:

1)     Discussion on Contract for Ambulance Service with the Town of Highland
 
2)      Closed Session. The Town Board of the Town of Barnes will meet in regular session to go into a closed session pursuant to State Statute 19.85(c) “considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The board will reconvene to the regular session immediately after the closed session.
 
 
Chair Lu Peet read Renz’s proposal to the Town Board from the last Town Board meeting and the motion which was passed at that same meeting. Tom’s recommendation was to stick to the original proposal to the Town of Highland of a contract price of $4000.00 per year plus they guarantee payment for any ambulance run to Highland that would have no activity for 90 days. The motion, made by Donna Porter and seconded by Jack Meinke at the meeting on January 18, 2011 was to approve Tom’s recommendation for the contract price to remain at $4,000.00 per year and they must cover any billing with no activity on it for 90 days for their residents. This was specifically added in order to ensure our residents would not be paying for Highland’s bills.   Highland Chair, Sue Ann Bruce stated she still had a problem with the $4000.00 contract price. Peet said she felt strongly that the Board will stick to their original contract to them. 
Motion (Meinke/Porter) to open the floor to discussion. Motion carried.
One Highland resident said Barnes ambulance has been called to his residence three times. They saved his life. The ambulance was almost to Duluth before Gold Cross responded. He feels the $4,000.00 is life insurance. Others felt the same way. Bob Brennan asked how Bruce could cut out half of the township by denying Barnes ambulance to respond. Bruce still felt why the whole township should pay for service only a portion would be getting. 
Motion (Porter/Meinke) to close the floor to discussion. Motion carried.
Renz reiterated again what the contract price is for. It is to insure that Barnes will respond to the southern portion of Highland: that it is only covers a very small portion of our budget. Peet and Brustad suggested that if Highland truly feels that it only services a few then they could divide the contract amount up by the number of people serviced and bill them as a special assessment each year on their tax bills. Bruce said that would be a major feat to do that, they would need approval by the state etc. Members of both boards were given a copy of the new contract for 2011-2013. The second page with the contract amounts was not available so Brustad will get that to the Highland Clerk before their Board meeting on the 8th of February. 
 
Motion (Porter/McGee) to adjourn this portion of the meeting. Motion carried. 
 
Motion (Porter/Meinke) to go into closed session pursuant to State Statute 19.85(c) “considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Roll call vote taken and all present responded yes. Motion carried.   The Board adjourned to closed session at 7:30 PM. (Chris Webb was absent but may join in the closed session via conference call.)
 
Motion (Porter/McGee) to adjourn to the open session. Motion carried.  The board returned to the regular open session at 8:02PM. There were no motions made in closed session and the board discussed only items pertaining to the statute listed. They did not call Supervisor Webb during the closed session.  
 
Motion (Porter/McGee) to adjourn the meeting of January 20, 2011. Motion carried. The meeting adjourned at 8:04PM.
