TOWN OF BARNES
REGULAR BOARD MEETING
MAY 18, 2010
 
Chair Lu Peet called the Regular Town Board Meeting to order at 6:33PM. The Pledge of Allegiance to the Flag was recited. A Roll Call to establish a quorum and a verification of the public notice was asked of Chair Peet. Roll call taken and all Board members were present. Brustad verified the Notice was posted as required. Peet asked for a motion to approve the May Agenda, approve minutes of the Last Regular Board Meeting and a motion to dispense with reading of the minutes.
 
Motion (Webb/McGee) to approve the agenda, the minutes of the last RegularTown Board meeting and to dispense with the reading of those minutes. Motion carried.  The agenda is as follows:

Clerk Correspondence
Brustad received 2 Notices to Cut , one on property owned by the Town of Barnes in Section 20, Township 45N, Range 9West, and one in Section 24, Township 45North, Range 9 West owned by Victor Langer
She received a disk with the Town of Highland Comprehensive Plan, which will be in her office if anyone wishes to review it.
Brustad received a letter from the DNR announcing a grant award in the amount of $6,157.48 for our 2010 recycling program.
 
Public Comment Session – 3 Minute limit for those not on the agenda
Greg Martin said he found out the wire feed over to the pump house is only a #6 wire which is not to code. 
 
Department Head Reports:
                Highway
I contacted the BayfieldCounty administrator to deal with the Locks not working on South Shore Rd. It will be 2 to 3 weeks before the county can address the problem.
Bayfield County Forestry has grant money available to help address the logging truck damage to some of our Town roads. I applied for money for gravel, to improve the 43 Rd and also an area on the Halfway Rd.
I dealt with a citizen’s request for service on the Upper Lake landing by hand picking 4 yards of clean rock of various sizes and placing them in the hole caused by power loading.
We have been clearing trees off the three rod ROW on James and SmithLake roads. The next step will be to grub, stump, and remove all the debris off the right of way.
The foam around the bottom edge of the fire department is falling off the building and needs to be replaced and replastered. I asked Bob Palmquist to give me an estimate on the price of the work to be done.  He felt it would not exceed $3,280.00 for labor and materials. Brustad will put this on the next agenda for discussion by the Board.

Jerry didn’t feel we should sell the loader as he can use it for snow plowing if needed.
                                               
                Cemetery
Bud Pease reported no activity since April. They are working on ordering the fence to be installed along the road. They had a committee meeting on May 5th, and have 2 new members, Sue Pagnucci and Marcia Wellnitz.
               
                Fire and Ambulance Department
Since the last meeting the Ambulance has had 9 calls: 3 medical transport to Hayward, 2 medical transport to St Mary’s, 1 no transport, 1 trauma transport with Gold Cross, patient deceased. 2 responses with the ambulance. Irene Bott has finished her EMT training and has been going on run. She will be removed from trainee status shortly. The fire department had 3 runs: 1 snowmobile fire on Lake road, 1 mutual aid Wildland fire to Highland for a 9.3acre fire and 1 motor vehicle trauma call on Lake Road. The pumpers have all had their annual inspection and pump test. Several things were fixed but nothing major. Had several calls for helping residents clearing brush and trees away from their home for the Firewise project.
 
                Constable
4 alarms from the sheriff, 3 bear complaints, 2 ATV complaints, 2 assist motorist on highway 27, 2 assist stranded boaters on the Middle, 1 excessive noise complaint, 1 response with EMS to accident where man was struck by a truck.
 
Committee Reports
                EWM Committee
Ingemar Ekstrom reported the Army Corps of Engineers surveyed Tomahawk lake this spring and found still no Eurasian Water Milfoil. A meeting will be held to up date the homeowners on Sandbar and TomahawkLakes on June 5th. The committee is working on obtaining a grant to treat Sandbar lake. They are also working on a rapid response document for use if they would find Eurasian Water Milfoil again so they can apply for a small grant to treat it quickly. They are also applying for a Clean Boats Clean Waters grant. It is a 75%/25% grant where the grant amount will be the 75%.
 
                Town Hall Maintenance Committee
                                Approval for engineering services on the ramps at the Town Hall
The Town Hall entrances are in need of replacement. The ramps do not meet code requirements and the two stairways are in very poor condition. All 3 entrances are also safety concerns. The Maintenance committee is requesting the Board approve $1850.00 for the design and engineering for all three entrances. The purpose of the design would be to prepare all the necessary documents that would be required to bid and construct the west ramp. In addition we would be assured that the design and construction would meet all code and safety requirements.
 
Motion ( Webb/Meinke) to approve the amount of $1,850.00 for engineering services to Legend Architecture out of Ashland. Roll call vote was taken and all responded in favor. Motion carried.
               
Land Use Planning Commission
Dave Pease reported two items were up for discussion and approval at their meeting. The petition for zoning map change on highway 27 was recommended for approval as the whole area was commercial per the Land Use Map. The second request by Richard Stack on Pease Road to be changed from F-1 to R-1 was recommended for approval as it is in harmony with the land use plan also. There are a number of properties in the area zoned R-1. This property pre-dated zoning so should be changed to be in harmony with the area.

Lu Peet said the plan should be reviewed every few years per the plan and had not been done. Were there plans for the Commission to start with that?   Dave said no, but will attempt to start with it. They will need to address township 44 for sure. 
 
Zoning:

Motion (Webb/Porter) to approve the application request as it meets with the use as planned for in the Land Use Plan. Motion carried.
 
4)                   Petition for Zoning District Map Amendment application request by Richard Stack, Nathan Holden as agent to re-zone their property located at 52260 Pease Road from Forestry 1 to Residential 1
 
Motion (Meinke/Webb) to approve the request as it has been recommended by the Plan Commission to do so. Plan Commission states this is in harmony with lots in the area if it is changed. Motion carried.
 
Citizen’s Request for Action:
                Sharon Hough from Trading Post on Fire Inspections policies
Sharon wondered who she should be talking with if she has fire inspection issues. The Ordinance on the website states the Fire Chief is appointed but the others are elected so she wasn’t sure if she should be talking with Tom Renz, the Fire Chief, or the Board. Brustad said the ordinance is incorrect, the Board is aware of that and needs to change the ordinance to be in agreement with the SOG’s, or Standard Operating Guidelines of the Fire Department. If she has an issue with anyone in the Fire Department she should speak with Tom first. Tom stated the inspectors are employees and operate under strict guidelines issued by the state for inspections. They are not picking on anyone, but do the inspections for the health and safety of anyone who is in a building.

Motion (Porter/MCGee) to approve the Temporary Class B (Picnic) License for the Barnes Lions Club. Motion carried.
 
Greg Martin asked about the concrete approach to the Upper Lake Landing. He gave information to Elaine last year about possible grants available to repair it. Was anything put in the budget for that? Brustad said no, they had discussed it but nothing was put in. She has the grant information yet. It will be put on the Timeline as a new item so it will not be forgotten.
