May 21, 2007 Meeting

EWM Committee meeting

Monday, May 21, 2007    6:30 p.m.

Barnes Town Hall

 

Ingemar Ekstrom called the meeting to order. Members present: Ingemar Ekstrom, Mitch McGee, Lee Wiesner, Barb Romstad, Dave Pease, Gerald Gustafson, Patti Joswick, Jim Joswick

 

Guests: Dick Hanson, Jack Conklin, CBCW coordinator

 

Agenda items:

 

1.      Minutes from the April 23, 2007

Minutes from the last meeting were reviewed. A motion to accept the minutes as submitted was made by Lee Wiesner, seconded by Dave Pease: passed.

 

Mailing was sent to 76 property owners on Tomahawk and Sand Bar lakes, advising them of the upcoming June 3rd Corps of Engineers/DNR meeting. Ingemar circulated a copy of the letter for members to read.

 

2.      CBCW efforts, paid staff and volunteers – Jack Conklin, coordinator

Volunteer response is slim but seems to be picking up. Jack is working the lists and is trying to use everyone once before cycling through the list again. He submitted a report of the activities the past few weekends. He is working on the hours and has the paid staff working from 8:00 am – 6:00 pm both Saturdays and Sundays and Friday evening from 4:00 pm  - 8:00 pm. He is working on the Memorial Day weekendschedule . Only one person is scheduled to work at a time at the landings. Jack feels this will be a better use of the paid and volunteer resources. He would also like to let the monitors go home if the weather is really bad and it is unlikely that there will be boaters launching their craft.

 

Barb suggested we have a CBCW sign/announcement on the boat-landing approach road, as suggested by Stefania. Jack is going to work on this.

 

Several people have asked about the viral fish disease and they want more information on it. Lee gave Jack a couple pages of the information and Jack will makes copies for that purpose.

 

 

3.      Dick Hanson proposed an idea to the committee

Based on his recent experience as a volunteer and a boater in the Boundary Waters, Dick is wondering why we don’t model the CBCW efforts after what the Forest Service is doing in the boundary Waters. Could we ask people to go through an education process in order to use a boat in the waters of Wisconsin? Some discussion followed, most believing it would be a great idea for the state to implement this. Dick felt that an effort like this could be started with a grass roots effort and perhaps the Town of Barnes could introduce this. We are not sure how this would work with the State and the DNR. Ingemar suggested that Dick communicate with Pamela and Scott Toshner about this.

 

4.      Gerald Gustafson reviewed the reporting procedure

Gus asked us to make sure record our hours and turn them into him monthly. Gus and Jack have worked out a process to get the hours recorded locally and enter them into the DNR reporting database.

 

Gus worked on some of the materials to be included on the web site. He has dramatically reduced the file sizes. Gus will forward the edited information to Ingemar and Jack for them to review the content.

 

5.      Tomahawk/Sand Bar Lakes meeting with the property owners

Owners were all notified of the meeting by May 5th. Ingemar has received some response from the recipients. Most of the people who have communicated with Ingemar are from Tomahawk Lake. There is some effort to also get Sand Bar Lake owners involved. Owners must be present at the meeting if they want to cast a vote. Ingemar talked a little about the Army Corps of Engineers program of containment and how they can map out the specific areas of EWM. Their recent treatment of Eagle Lake was quite successful and he found that encouraging. Dave Pease will try to talk Carol into taking notes at the meeting as Barb will be absent.

 

Ingemar proposed the following agenda for the June 3rd meeting.

o       Introduction of the EWM committee and volunteers

o       Introduction of John Haack, a Lakes Manager who works for the DNR and County Extension Offices, as the facilitator/monitor of the meeting.

o       Attendees will be provided with 3 x 5 note cards on which to write their questions.

o       Each Qualified Voter will receive a single official ballot when they sign in.

o       A “qualified voter” is defined as a property owner on Tomahawk and/or Sand Bar Lakes.

o       One qualified voter will be identified from each property.

o       A qualified voter can cast a single vote even if he/she owns numerous properties. 

 

The meeting is Sunday, June 3, at 1:00 PM at the Barnes Town Hall. Ingemar encouraged everyone to attend.

 

Barb will provide word documents to Ingemar for official ballots and a couple signs for when folks sign in explaining the voting guidelines.

 

6.      Other Business

Bayfield County has established an AIS Committee of 7 people. Stefania has asked for a volunteer from the Barnes Township. Patti Joswick volunteered to be that person.

 

7.      Next Meeting Date – Monday, June 18, 2007, 6:30 pm at the Town Hall

 

 

Motion to Adjourn: Lee Wiesner, seconded by Dave Pease; passed.
