TOWN OF BARNES
REGULAR BOARD MEETING
December 21, 2010
 
 
 
 
Chairperson Lu Peet called the Regular Board Meeting to order at 6:30PM. The Pledge of Allegiance to the Flag was recited. A Roll Call was taken to establish a quorum and verification of public notice was asked of Clerk-Treasurer Brustad by Peet. Brustad verified the notice had been posted as required. Roll call taken and all board members were present. Peet asked for a motion to approve the December Agenda, approve minutes of the Last Regular Board Meeting and Motion to dispense with reading of the minutes. 
 
Motion (Meinke/Porter) to approve the December agenda, the minutes of the last Regular Town Board meeting and to dispense with the reading of those minutes. Motion carried. The agenda is as follows:

Motion (Porter/Webb to approve the Treasurer’s report as read. Motion carried.
 
Voucher’s Approval
 
Motion (McGee/Meinke) to approve the voucher’s as presented.  Webb said the Board needs to set aside a meeting the first week in January to finalize the 2010 budget.   Brustad will contact everyone to set a meeting up. Motion carried.
 
Clerk Correspondence
Brustad read a letter from Perry Pearson thanking us for the use of the Town Hall. They included a check for $75.00 for a donation to be used for the hall. She received 2 Notices to cut on property owned by the Town of Barnes in Section 18, Township 45North, range 9 west, and on property owned by Gary Patrie in Section 23, Township 45north, range 9 west.
She also read a letter from Bob Cochrane thanking Tom Renz and the fire department for their quick response and hard work fighting their fire at their cabin. Donna Porter said the fire department had received a large donation from them also.
 
                Discussion and possible action on deleting Barnes email addresses for Board members              
The Board received an email from Judy Hinman of Cheqtel saying the mailboxes for the town department heads and board members will increase to 10.95 per month. It was suggested the Board members should use their own personal email addresses and that would save the town over six hundred per year.
 
Motion (Webb/Porter) to look at another option for using email addresses and deleting the board members town email addresses and they will use their personal email addresses for contact by the clerk or townspeople. Motion carried.
 
Public Comment Session – 3 Minute limit for those not on the agenda 
Ingemar Ekstrom stated he is an avid cross-country skier and wondered what the status is for grooming of the ski trail over the Christmas and New Year’s holidays. Peet said it had been discussed at a budget meeting and they will make sure it is in good condition during the holidays and the winter. They will hire someone to do it if Dave is unable to do it due to snow plowing of the roads.

                                Approval of Resolution for discontinuance of Deer Grove and Grassley Roads
 
Motion (McGee/Meinke) to initiate the process to discontinue Grassley Road and approve the Resolution to do so.   Roll call vote taken and all responded yes.    The Resolution is as follows:

TO INITIATE PROCESS FOR DISCONTINUING GRASSLEY ROAD
 
 The Town Board of the Town of Barnes, in Bayfield County, Wisconsin, by this resolution, adopted by a majority of the town board on a roll call vote with a quorum present and voting, and proper notice having been given, resolves and orders as follows:
 
The process under chapter 82, Wis. Stats to discontinue a highway in the town described as follows is hereby initiated: .20 Miles of sand road lying in the NE ¼ of the NW ¼ of Section 16, Township 44 North, Range 9 West and the SE ¼ of the SW ¼ of Section 9, Township 44 North, Range 9 West in Bayfield County, Wisconsin. 
 
 
A scale map of the land that will be affected by this application is attached.
 
Adopted this 21st Day of December, 2010.

Motion (McGee/Meinke) to initiate the process to discontinue Deer Grove Road and approve the Resolution to do so.   Roll call vote taken and all responded yes.    The Resolution is as follows:

TO INITIATE PROCESS FOR DISCONTINUING DEER GROVE ROAD
 
 The Town Board of the Town of Barnes, in Bayfield County, Wisconsin, by this resolution, adopted by a majority of the town board on a roll call vote with a quorum present and voting, and proper notice having been given, resolves and orders as follows:
 
The process under chapter 82, Wis. Stats to discontinue a highway in the town described as follows is hereby initiated: .17 miles of paved road lying in the NE1/4 of the NW1/4 of Section 16, Township 44 North, Range 9 West in Bayfield County Wisconsin. 
 
 
A scale map of the land that will be affected by this application is attached.
 
Adopted this 21st Day of December, 2010.

                                Discussion on whether to buy back garbage bags purchased by residents          
 
Motion ( Webb/Porter) to not buy back any garbage bags.    Only a few people had asked about this and since it was not discussed at a Regular Town Board meeting the Board wanted the discussion in the minutes. Roll call vote taken and all responded yes. Motion carried.

There was no report received
               
                Constable
No report was received
 
Committee Reports
Ingemar Ekstrom spoke for the Eurasian Water Milfoil committee, reporting that we received extra monies on the grant request this year. The new grant will be for $119,000.00, and we should be able to add in what is left of the grant from the last few years. They will treat Sandbar Lake this spring.
The road committee will adjourn until needed, they presented 4 recommendations to the board which is included here:
RE: 1 Citizens request for road issues: The Committee recommends to the Board that citizen requests for town road issues be initially reviewed in the first board meeting and if not enough information is available that the issue be tabled so the Board can acquire more data. This will allow all board members to be informed at the subsequent meeting. The information should include gathering input from the superintendant of highways, involved board members and the Town Roads Committee. In addition all citizen requests should be acted on in a reasonable time and the results communicated to the requestor.
RE: 2 Town Road Plan: The Committee recommends that the board, with the input of the superintendant of highways, develop a two year road plan which details all town roads, their technical data and current plan for each road. A comment section for information such as: maintain road as is, plan for reconstruction, reason for not maintaining a road, recommend for discontinuance or establishing road priority be included in the plan.RE: 3 Discontinuance of roads: The Committee recommends that the Board consider discontinuing the following roads based on: not in the interest of the general public, condition of existing road, serves only a single citizen, or landowner in agreement with discontinuance.

RE: 4 Road Inspections: The Committee recommends that the board initiates a yearly road inspection review to become familiar with specific issues.
 
The town hall maintenance committee also recommended a few items be addressed this year:             
Replacement of the side door where the ramp is, then replacing the thresholds in the hallway to the clerk’s office, and the entry to the office will be addressed in the spring. After that the committee feels anything else done will be a major rehaul, and it would at that point be cheaper to replace rather than to keep repairing. The roof system is a major deal to replace, and with that would have to be a major remodel of the hall. The ceiling is a priority, the ceiling tiles are not a commercial code ceiling tile. That would have to be done when the roof is redone. 
 
Land Use Planning Commission
There was no report as the Commission did not meet due to any zoning requests received.
 
Citizens Request for Action:
 
                Request by J.A. Carney to place a sign on Schiller Road and remove old “Road 91” sign
 
Motion ( McGee/Webb) to table this request to further research if the town pays for signs on private roads. Webb will check into this and report at the next meeting.
 
Discussion on selling the parcel off South Shore Road approved by electors at the November 16, 2010 Special Town Meeting
 
Motion (McGee/Porter)to obtain a market analysis on this property and have it by the next meeting for discussion. Motion carried.
 
Issues Timeline Update
Town owned land – Work in progress. On that note Webb asked to put on the next agenda to send letters out to all adjoining landowners on the parcel of town owned land near Lower Lake Road asking them to give the town an easement for the public to use that property. 
Town Hall Maintenance Plan – ramp and front are complete, working on lighting and new side door.
Boat Landings – work in progress

Town Policy – Work in progress
 
                Update on RV Extension-Markham
Markham sent a note back saying they had applied for a permit and will be building a cabin in the spring.
 
Motion (Webb/McGee) to adjourn the Regular Town Board meeting of December 21, 2010. Motion carried. The meeting adjourned at 7:55PM.
