EWM Committee meeting
Monday,  June 21, 2010 6:30 p.m.
Barnes Town Hall
 
Ingemar Ekstrom called the meeting to order.
Members present: Ingemar Ekstrom, Barb Romstad, Dave Pease, Mitch McGee, Glenda Mattila, Gerald Gustafson, Pamela Toshner, Stefania Strzalkowska, Lee Wiesner, Sally Pease
 
Agenda items:
 
 
1.      Minutes from the May Meeting
Ingemar reviewed the minutes from the last meeting. A motion to accept the minutes for the May 17th meeting was made by Dave Pease, seconded by Lee Wiesner; passed. A motion to accept the minutes for June 5th was made by Lee Wiesner, seconded by Glenda Mattilla, passed; Mitch will look into the minutes up to date on the Barnes web site.
 
2.      Sand Bar/Tomahawk APM plan for Sand Bar Lake
Pamela reviewed the specifics of the Aquatic Plant Management(APM) proposal for Sand Bar Lake. It will be completed by July 1 and will be posted to the web site. At the July meeting we will discuss the grant proposal that will provide the funding for the Sand Bar Lake APM.
 
3.      CBCW Grant
Stephania and Pamela will work together, with input from Elaine, to prepare the EWM grant for 2011, 2012 & 2013. The group reviewed the specifics of the program costs. Some discussion about the unemployment costs followed. The grant will supply $4000 per landing for boat inspections, with additional funds for instruction and other activities. Ingemar expressed a goal of needing fewer volunteer monitor hours to get the grant money. The new 75/25 grant guidelines will accomplish that goal. Stephania will model the Town of Barnes grant after the Twin Bear & Delta Park grant which has a 75/25 match, leaving some of the coordinator’s time to help with the monitoring.
 
Gus will check with Elaine to make sure the cost of her labor is being included in the Town of Barnes costs of the EWM program. Gus reviewed a couple line items in the volunteer hours, mileage and other costs year to date.
 
4.      Saturday, June 5, 2010 meeting with Property Owners
The group had a brief review of the meeting with the Sand Bar Lake, Tomahawk Lake property owners. We feel we had a good turnout and the meeting went well.
 
5.      Rapid response plan for AIS in area lakes
Lee talked about the buoys that are needed for a rapid response and inquired about the inflatable ones that would be easier to store and install. Some discussion followed about the permit that is needed to place buoys…can this be pre-approved?
Stephania distributed the Town of Barnes EWM Rapid Response Plan. She reviewed the plan with the group. The plan will be submitted to the DNR this summer where it will be kept on file. It will then be ready to submit with a grant request if EWM is discovered in one of the area lakes.
 
6.      CBCW Program for 2010
Sally feels the program is going well. Most people seem to be happy with the information they are receiving. Monitors are handing out lists of all the lakes in the state that have EWM if people express an interest. Many people indicate they do not take their boats to any other lakes than the one they are launching at.  
 
There was an incident at the Middle Lake landing on Memorial Day weekend when a gentleman would not allow the monitor look in the live well. Jill was called to inspect the boat and she discovered that there was no violation.
 
7.      Other Business
·         The Town of Barnes will be received a $1,000 from a Douglas County conservation group.
·         Miscellaneous costs can be reimbursed from EWM funds
 
8.      Next Meeting July 19th, 2010, 6:30 P.M. Barnes Town Hall
