MINUTES OF THE TOWN OF BARNES COMPREHENSIVE LAND USE PLANNING MEETING

 OF JANUARY 13, 2004

 

 

The meeting was called to order at 6:30PM.

Present: Committee members Marie Hughes, Lee Wiesner, Leslie Hall, Dave Pease, Marcia Wellnitz, Dave Scharlau and Dixie Chermack

Absent from the committee: Ron Pearson, Duke Marten and Don Zigman

Also present: Patrick Beilfuss- Cedar Corporation, Neil Paulson-County Board Representative and Darren Hughes-Community Resident

 

There was a correction to the December 10, 2003 minutes: Ron Pearson and Marie Hughes should have been listed with the CLU Committee members.

 

The secretary read a letter from Mr. Joel Thomas Evers. The secretary reported that eighteen (18) surveys were returned, re-addressed and then re-mailed. Nine (9) surveys were returned, but no new addresses could be found.

 

Patrick Beilfuss reported that there were 800-900 survey responses. He reported that the Lake Grant application will be done by February 1, 2004. We should know if we will receive the grant by April. Comprehensive Land Use and Transportation Grants are available, but these need to be applied for by groups of towns.

 

Mr. Beilfuss went over the Resolution Authorizing Application for Lake Management Planning Grant and the Resolution Establishing Public Participation Procedures for Comprehensive Plan which included Exhibit A-Public Participation Approach. After a few corrections, both resolutions will be presented for adoption at the January 20, 2004 Regular Town Board Meeting of the Town of Barnes.

 

Mr. Beilfuss also stated that we will have as many public information meetings as needed.

 

Each committee member was asked to recruit three (3) community members to be on the Citizen’s Advisory Board. Members will be asked from: Fire Department, Ambulance Department, Lion’s Club, VFW Post and Auxiliary, Garden Club, Homemakers Club (HCE), ATV Club, Snowmobile Club, Property Owners Associations, AARP and business owners. A Citizen’s Advisory Board of approximately thirty (30) people is the goal.

 

Dave Pease handed out information regarding housing units in Bayfield County. The total projected housing units per year for 2000 to 2020 for Barnes is 450, the most of all the towns, villages and cities. Pease also presented a report of Bayfield County Annual Average Daily Traffic, which included the State Highway 27 intersection with County Highway N. In 1980, 600 units went through and in 2000, 1100 units went through.

 

Neil Paulson alerted us that we should pay attention to the Transportation Element of our Comprehensive Land Use Plan concerning the weight limit on County Highway N where it accesses the Industrial Park. He cited a case in Mason, WI where the weight limit was on for winter. When a small manufacturing company wanted their product to be loaded onto a semi trailer, the hauler couldn’t get to the plant because of the weight limits.

 

The next meeting will be held on Wednesday February 18, 2004 at 6:30PM at the Barnes Town Hall.
