MINUTES OF THE TOWN OF BARNES

 COMPREHENSIVE LAND USE PLANNING COMMITTEE MEETING

 OF AUGUST 11, 2004

 

Present: Lee Wiesner, Dave Pease, Don Zigman, Leslie Hall, Duke Marten, Dave Scharlau and Marcia Wellnitz.

Absent: Dixie Chermack, Ron Pearson and Marie Hughes.

Also present” Patrick Beilfuss of Cedar Corporation, Tim Kane -UW-Extension Agent Bayfield County, Donna Porter-Elements 1-2-3-4 Member, Neil Paulson-County Board Representative for Barnes, Don Dealing and Russ Carter-Agriculture, Natural and Cultural Resources Elements Members.

 

Chairman Dave Pease called the meeting to order at 6:36PM.

 

There was an introduction of all of the persons present.

 

There was a report on a letter from Bob Jauch regarding the DNR Emergency Shoreline Use Bill (NR 326). There will be more public hearings. It does not appear that Jauch supports this bill.

 

The meeting was then turned over to Patrick Beilfuss. Mr. Beilfuss expects to be receiving information from the state on historical sites next week.

 

There was discussion and comments on the preliminary work of the Watershed part of Element 2 (as on the July 1-4 draft). There was a question on Storm Water Management and Erosion Control. The county has ordinances in place, but there are enforcement problems and concerns.

 

The committee agrees that we must encourage the county to hire an additional zoning position to help with the enforcement. Interested persons can write letters to the County Board on this issue. The money could come from RV permit fees or increases in building permit fees and grants and would pay for most of the cost of this position. Mr. Paulson, Bayfield County Board Representative for Barnes, said that input from the county residents is important. A review of the Barnes Community Survey results shows that the people are interested in zoning enforcement. Dave Pease was requested to write a letter to the Town Board in support of this added position. Pease will ask the Town Board to support this position with a letter and resolution to that effect. (This will be mailed to the County Board as soon as possible-they are currently working on the budget items.)

 

Patrick Beilfuss will redo #6, #7 and #8 of Draft on Page 10, Chapter 2. We need more information on phosphorous use in fertilizers. Perhaps the Nelson Lake Watershed Study can be used in our plan (this covers a large part of southern Barnes).

 

There was a discussion on density and other zoning issues. A review of the survey results showed a majority of the residents (74.2%) think we should slow down or control growth and that lakes and rivers are being over-developed (60.6%).

 

The Parks, Historical and Cultural Resources were discussed.

 

There was a discussion on the town’s ordinances.

 

Mr. Beilfuss handed out the Housing Unit. Please review this issue before the next meeting.

 

 

The Comprehensive Land Use Planning Committee will inventory and then discuss town land classifications.

 

There was discussion on the new Property Owners Guide for Protecting and Managing Shorelands in Bayfield County-2004 Publication.

 

 

Motion made by Lee Wiesner and seconded by Leslie Hall to adjourn the meeting. Motion carried. The meeting was adjourned at 8:20PM.
