Minutes of the Town of Barnes Planning Commission

Of October 30, 2006

4:00PM

 

Planning Commission members present: Gene Ratzel, Donna Porter, Dick Webb, Dave Pease, Diane Rupnow.

Alternate member absent: Duke Martin

Also present: Elaine Brustad

 

The meeting was called to order by Chairman Gene Ratzel.

 

Motion (Porter/ Webb) to approve the agenda, dispense with the reading of the minutes from the last meeting, and to approve the minutes of the last meeting. Motion carried.

 

Public Comments: Elaine Brustad spoke about concern over the green areas in the proposed land use plan maps and that they do not match the current zoning. She had asked for feedback from other clerks in area towns where a land use plan has been adopted: some indicated that there had to be some zoning changes to go along with the plan. This could lead to problems down the road.

  

Review and discussion of completed elements of the Town of Barnes Comprehensive Land Use Plan:

Page 5-20: Development densities.

Motion (Pease/ Rupnow) to add “F-1” to the last sentence in that paragraph after R-4 .  Motion carried.

Page 5-15:  Private Forest:

Motion (Ratzel/ Webb) to strike sentence 3, “It may be necessary to develop these parcels at some future time” and to change the words “this pressure” to “The development pressure”.  Add “F-1 lands are to be developed under current forestry-1 zoning” Add “F-2 rezoning of 5 acres in a contiguous 40 acre parcel may be considered”. Call for discussion: These changes simplify this section and indicates the intent. Roll call vote:  Ratzel yes, Porter yes, Webb yes, Pease yes, Rupnow yes. Motion carried.

 

Discussed “Northwoods Character” as a definition has been requested. Gene will check on some info he received from a meeting he attended last summer where a speaker spent an hour discussing this subject. This will be discussed further at a future meeting.  

 

Motion (Porter/ Webb) to adjourn. Motion carried.  Meeting adjourned at 5:08pm.
