MINUTES OF THE COMPREHENSIVE LAND USE PLANNING COMMITTEE MEETING

 OF FEBRUARY 9, 2005

 

 

Comprehensive Land Use Planning Committee members present: Leslie Hall, Ron Pearson, Donna Porter, Duke Marten, Dave Pease, Lee Wiesner and Dixie Chermack.

Absent: Dave Scharlau, Marcia Wellnitz and Don Zigman.

Professionals present: Patrick Beilfuss-Cedar Corporation; Tim Kane-UW Extension Community Resource Agent, Bayfield County and Mike Furtak-Assistant Zoning Administrator, Southern Bayfield County.

The Minutes were approved.

 

Mike Furtak explained zoning district mapping and zoning districts. There are four types of permits:

  1. Special Use Permits-Heard by the town board and approved or denied, then heard by the county zoning board where it is approved or denied.
  2. Conditional Use Permits-Public hearing, heard before the town board, then heard by the county zoning board.
  3. Variances: Heard before the town board, the county Board of Adjustment, heard before the county zoning board. The Board of Adjustment is the only board qualified to break the county zoning laws.
  4. Special exceptions: Heard before the town board, heard before the county zoning board.

 

Patrick, Tim and Mike explained the difference between designated land use and zoning district classifications. We, as a committee, shall designate land areas to be used for residential, agricultural, commercial, industrial, planned unit development, core community and forest / open space. When completed, zoning will be assigned for each of the designated lands according to Bayfield County zoning laws. However, we as a town may be more restrictive than the county.

 

It was suggested by Mike Furtak to avoid Industrial, Agricultural 2 and Forestry 2 zoning district classifications because of the strict laws concerning these three [classifications].

 

Each committee member is to decide what Barnes land use classifications we need and list them. Bring the list to the March meeting. Patrick will make 2 different versions of land use classifications and will mail them to us.

 

Patrick handed out the Comprehensive Land Use Plan-2005 schedule. (What we will be working on each month-February-September). He also handed out copies of the Economic Development and Transportation elements. We are to list contact people for these two elements.
