MINUTES OF THE COMPREHENSIVE LAND USE PLANNING COMMITTEE MEETING

 OF JANUARY 11, 2006

 

Comprehensive Land Use Planning Committee members present: Dave Pease, Marcia Wellnitz, Ron Pearson, Leslie Hall, Donna Porter and Dixie Chermack. Absent: Dave Scharlau, Duke Marten, Lee Wiesner and Don Zigman.

Land Use Element Advisory Committee present: Gene Ratzel, Carol LeBreck, Bill DeRue, Sharon Moen and Earl Gregoire.

Also present: Patrick Bielfuss and Tim Kane.

Audience: Neil Paulson, Dick Collyard, Jack Meinke, Mitch McGee and Jay Strucel (Plum Creek).

 

Tim Kane informed us of a workshop in Ashland on Wednesday February 1, 2006 at WITC. The workshop is title “Basis Role of the Plan Commission”.

 

Dixie Chermack gave the financial report. As of December 30, 2005, $32,139.48 has been paid to Cedar Corporation for services rendered. There remains $4,860.52 in the project budget.

 

Action items:

1.       Chapter 5: Land Use-Draft December 2005

a.       Page 5-2; Combine Industrial Forest and Private Forest Land Use classifications.

b.       Page 5-3; Southern Area-Section 26 should be 25 and Township 45 N should be 44 N. Maps will reflect the changes.

c.       Page 5-10; Clarification of tax and non-tax forest land assessments

d.       Page 5-11 and 12; Look at our survey (land Use only) to expand our goals.

e.       Page 5-13; Tables 5-3, 5-4 and 5-5-Date of 2025 should be 2026 because the plan is for 20 years. Number of housing units should also be changed.

f.        Page 5-15; Criteria to base future development decisions of private forest were discussed. Criteria discussed were acre size, availability of utilities, forest fragmentation, transportation infrastructure, wetlands, floodplains, steep slopes, soils, lake and ground water preservation, private property rights, public services, market demand, etc. Patrick will send us a full list.

g.       Page 5-20; Goal 1, Objectives 1-Should read “prevent scattered and fragmented development”.

 

            2.  Maps 5-1, 5-2, 5-3 and 5-4:

                         a.   Patrick showed us the future land use map with the different growth area outlined. After

                              discussion, it was agreed not to have the areas outlined.

b.   Change the color of Business Park from purple to blue.

 

Three handouts were distributed

1.       State Agency Involvement in Comprehensive Planning

2.       Vision and Comprehensive Plan for Town of Bayfield

3.       Template Zoning Ordinance, Forestry Zoning Districts

 

There was discussion on creating new zoning districts and alternative zoning classifications. No action was taken.

 

The next meeting will be held on Wednesday February 8, 2006 at 6:30PM at the Barnes Town Hall.

 

The meeting was adjourned at 9:10PM by a motion from Ron Pearson and a second from Leslie Hall. Coffee and brownies were served by Marcia Wellnitz.
