MINUTES OF THE COMPREHENSIVE LAND USE PLANNING COMMITTEE 

MEETING OF NOVEMBER 9, 2005

 

 

Comprehensive Land Use Planning Committee members present: Dave Scharlau, Duke Martin, Donna Porter, Marcia Wellnitz, Lee Wiesner, Dixie Chermack, Dave Pease, Ron Pearson and Leslie Hall.

Absent: Don Zigman

Land Use Element Committee present: Dave Pederson, Gene Ratzel, Carol LeBreck, Bill DeRue and Earl Gregoire.

Also present: Patrick Beilfuss

Audience: Steve Hunter, Dick Collyard and Chris Webb

 

Patrick began the meeting by reminding the committee we need to look at broader area when defining the future land use map. The need to focus if an area should be designated residential or forest. We shouldn’t get “bogged down” on small areas. We should proceed in generalities and ignore current zoning designations.

 

Lee made a proposal that anything that is currently residential and forest, leave as is. Discussion followed.

 

Motion by Lee Wiesner and seconded by Donna Porter for T44, R9W, if currently Residential on Concept I map, it stays Residential. If area is up to and including 5 acres in size and is forestry, it will change to Residential. If area is more than 5 acres, it will stay Forestry with possible future development. Motion passed. (9-0).

 

Motion by Dave Pease and seconded by Dixie Chermack for T43, R9W to adopt Concept I. Motion passed. (9-0).

 

Patrick handed out the Land Use Implementation Tool information. He explained these to us briefly. We are to review these and prepare for suggestions at the December meeting. [See change of meeting date to January 11, 2006] Patrick will make the new changes on the land use map and send those to us.

 

Other discussion items:

  1. Use the Barnes web site to post all information, including the new map.
  2. Open House-for land use map only.
  3. May deadline as possible Public Hearing.
  4. Patrick will type a notice and send to Dixie. The notice will state that property owners may look at the web site for Comprehensive Planning information. The notice will go in the tax bills.
  5. Need a letter of request from the Town for extension of grant for the Lake Management Plan.
  6. Town needs the Comprehensive Land Use Plan-(planning affects the lakes). Lake Management Grant provides for testing of the 3 lakes; Upper, Middle and Lower Eau Claire lakes. Cedar Corporation will have the plan for the Eau Claire Chain of Lakes.

 

Motion by Dave Scharlau and seconded by Ron Pearson to adjourn. Motion passed. (9-0). The meeting was adjourned at 8:00PM.
